Welcome to NWORTC!

Northwest Ohio

The Northwest Ohio Regional Training Center (NWORTC) is housed at Lucas County Children Services, 301 Adams Street, Toledo, OH 43604.

As part of the Ohio Child Welfare Training Program, NWORTC is committed to providing high quality culturally-responsive, family- centered, job-related training for child protective staff and certified caregivers in the sixteen counties served by the region.

The NWORTC proudly services child welfare staff and certified caregivers in the counties of Defiance, Erie, Fulton, Hancock, Henry, Huron, Lucas, Ottawa, Paulding, Putnam, Sandusky, Seneca, Van Wert, Williams, Wood, and Wyandot.

In cooperation with the Ohio Department of Job and Family Services (ODJFS), the Public Children Services Association of Ohio (PCSAO), and Ohio’s University Consortium for Child and Adult Services (OUCCAS), the staff of NWORTC has provided competency-based training since 1986.

NWORTC Training

PCSA staff, caregivers, and assessors should log into CAPS LMS to view and enroll in NWORTC training. Anyone who does not have access to the CAPS LMS should review PDF versions of NWORTC training calendars linked below and use the appropriate guest registration process detailed below.

Internal guests are county staff employed at a PCSA, JFS, or CSEA with a State of Ohio User ID (SOUID) that do not have a child/adult protective services role. These guests will contact their RTC directly to request access. Internal guests do not complete the guest registration form below.

External guests include but are not limited to retired staff, law enforcement, teachers, court-appointed special advocates, mental health professionals, and court staff such as public defenders and prosecutors. External guests will not be provisioned access to the CAPS LMS but will be added to the requested instructor-led session on a space-available basis. External guests must complete the guest registration form below to request access to training. You will need the session locator # listed on the training calendars linked below to complete the form.

Cancellation & Weather Policies

If you are unable to attend a training you registered for, please notify NWORTC immediately at Lucaskids-Training-Development@jfs.ohio.gov or by phone at (419) 213-3653 or 419-213-3505.  The 15-Minute Rule is a standard held by each Regional Training Center in Ohio that requires participants to miss no more than 15 minutes of a workshop, whether one day or multiple days, to receive a certificate. These 15 minutes include the first 15 minutes (9:00-9:15 AM)–so please be on time–It’s a matter of courtesy to our trainers and the group.

*Weather statement* Decisions about the weather impact on NWORTC operations will be made by Lucas County Children’s Services executive director.  Should Lucas County Sheriff’s department declare a level 3 emergency, LCCS director will immediately notify NWORTC, and an email will be sent to all trainers and trainees indicating all training will be cancelled.
